It appears that the new site synchronization feature is only available to those with an enterprise license. Sometimes when a new feature is announced in an upcoming release, I'll delay a project so I can use the new feature instead of having to build something similar from scratch. Please let us know in advance when a new feature is not going to be included in all editions of Sitefinity.
