Error while Preparing Sitefinity 3.7SP4(.Net 3.5) to migrate

I have tried automatically and manually preparing a 3.7SP4 project for migration.

However, whenever I navigate to this MigrationService.svc at the root directory, I get a http 403 error and the following event error log
