Payflow Pro Test Account

Hi, Im trying to follow the documentation for creating a paypal payment method

I created an account for developer sandbox then under test accounts -> create manually -> business -> Payflow Payment Gateway -> payflow Pro -> select country -> GO
Then i get 
Invalid Product Choosen, Please contact Paypal Customer Service for more information. 
I was able to create other test accounts both business and personal but not with payflow pro

Is there a step Im missing? Please help
