Lost function and have errors on deployment - Sitefinity - On Premise – Configurations & Setup

I am using Sitefinity 8.0. Just the basic site no pages yet. I have it set up locally and everything is running fine. When I move it to our development server: Windows 2012, Version 6.2 (Build 2400), running IIS 8.0.9200.15384) I lose the advanced setting feature (page is empty). When I click on the Text Editor in the basic settings I received a 404 - file not found error.I have the App_Data folder security set to NETWORK SERVICE and the pool set to the same account with full control.

There doesn't appear to be any issue with the database.Any help would be appreciated.

Found the answer

The WCF HTTP Activation service was not turned on.
