Robots.txt and favicon.ico give Not Found error when not logged into backed.

I have created a robots.txt and favicon.icon in my the root of my sitefinity site.

I try to browse to them I get access denied error; but if I log into sitefinity I can browse to them ok. As soon as I log out the error returns.

How do I get non authenticated users to get these files in the root.
