1) create a role "norightsatall"
2) create a user give access to backend and put him in role "norightsatall" (no other roles)
3) Log-in with this user (every thing is hidden as expected) but the Newsletter module

It seems users with no right can still create a Newsletter campain. Which if true is simply not the way it is supposed to be.

This is a known issue related to permissions and it has already been logged in out system for fixing. Thank you for reporting it. I updated your points.
