Blog Module Slow to Load (or not loading)

Issue start date: March 18th
History: Site taken over from a CMS only standpoint from original developer.  We're a PHP shop, recently fired .net developer. We were approaching a memory cap with the host - increased the memory and now have plenty to spare.
Problem:  In the CMS - Modules > Blog - once we get to this screen, the browser freezes up for about 15 minutes, then the following screen shows the existing blog.  When clicked, another 15 or more minutes pass until a blog is able to be posted.  However, out of the past 23 attempts in the past 2 weeks, we've only reached this point once - all other times the ability to post was never given.

Please help - we're even willing to work with a developer to fix the site for a fee.  This needs to be completed by Monday the 2nd.

Can you please elaborate a little bit one the configuration / deployment changes introduced in the site and hosting environment before the problematic behavior started appearing? Also, can you please share with us your current server setup and any performance measuring data related to processor and memory utilization? Also, is the database located on the same server or on a dedicated data server, and what is the current connection bandwidth to that server?
If possible, please try running a copy of the website locally, and let us know if the same behavior reproduces. Thank you in advance for your kind understanding.
