Library manager not showing under Content?

Hello, I am testing out Sitefinity 5 with just the community license. I have ran into an issue though, I would like to create a media library but there is no 'Library' option under the 'Content'. Is this a limitation of the community license or is there some bug preventing me from seeing it?
