Localization does not work

Established Russian package.
The menu of the manager became in Russian.
But now it is not possible to create the module (Module Boulder):
 1. It is impossible to call the name of the module in Russian.
 Message: not correct symbols
 2. The final page isn't created.
 Message: not correct address.

 I assume that the same mistakes will be in localization of Frenchmen and Poles.

 I assume that a mistake in dll. Replaces a point with a comma.
