Can not edit pages

Hello,

I am trying to set up a new user to edit their own pages. When the user goes to the specified page and clicks "Edit Page" they get the screen attached with no way to bring up the edit buttons. I am not getting this black areas with any other users.

Any help in resolving this would be greatly appreciated.
