SI: 5.3 - Blank project can't create new content - Sitefinity - Bugs & Issues

I have deployed a blank project onto a Windows 2003 server with IIS 6
following the instructions that were laid out in the following link
multiple times but I always encounter the same
error: www.sitefinity.com/.../creating-and-running-projects-on-iis

Everything looks fine until I try to create something for the site. More
specifically when I try to create something I get a 404 error saying
that the the webservice that it is trying to call cannot be found. The
specific response that is returned (and captured by Fiddler2) is the
following: <html><head><title>Error</title></head><body>The
system cannot find the file specified.

</body></html>

The request, which uses the "PUT" HTTP verb, is the
following: /Sitefinity/Services/Pages/PagesService.svc/00000000-0000-0000-0000-000000000000/?itemType=Telerik.Sitefinity.Pages.Model.PageNode&providerName=&managerType=&provider=&workflowOperation=

FYI, I was able to deploy multiple projects on my local Windows 7 and
all of them work successfully when I try to create pages and the like.

Any assistance is greatly appreciated.
