I am running into the EXACT same problem as the previous post from a year ago:

www.sitefinity.com/.../no-module-builder-options-empty-screen

I am currently on Sitefinity 5.1. but I cannot find the ContentTypeService.svc to replace it.

Hi ming,

Have you tried the solution from the referred forum thread and create a new project from which to copy the /Sitefinity/Services/DynamicModules directory and its contents to your project? If not please do so and let us know if it fixed the issue.
