No multi-lingual templates forces widgets to be invariant while page is localized

1. Start with a clean SF installation and install several languages.
2. Import language packs and restart.
2. Log into the backend and create a page with some widgets and content.
3. Create localized synced copies of the page.

While content will be displayed in its localized version, the widget language remains the invariant culture.

Not until somewhere (not even a used one, just in the global system) a localized template is added will the widget properly display the localized labels.

The localized language of the page should always be the deciding factor for widgets dropped onto that page and or its inherited templates. When there's no reason to create a localized copy of a template, we shouldn't be forced to create one in order for pages and widgets to display correctly.
