Custom role unable to access Page Templates

We are using Sitefinity 7.1 and are having issues with our custom roles. We have a custom role that has been granted the Create/Edit/Delete permissions for the Page Templates area yet a user with this role is unable to access Page Templates. The Design menu does not have the Page Template option and browsing directly to the link fails.

We have replicated this in a fresh dev instance as well as in all our production instances. I have even tried a brand new Sitefinity Trial (7.3) and the same thing happens. 

We can access Page Templates by using either the builtin Designer role (or the Admin role) but not a new custom role. The problem in our Production environments is we no longer have the original roles (Designer, Author, etc) as we have a custom workflow with custom roles and the old roles were deleted.

Is it possible to either fix the permissions for the custom roles or apply a database patch to re-add the initial built in roles (Designer, etc)?
