Sitefinity Approval WorkFlow Stange Behavior

 Hello everyone,

I've implemented SItefinity Approval Workflow on some custom modules and I've provided Editor group create,edit & delete item permission. & then i login with editor account, in some modules whenever i create an item it shows with a status of Awaiting Approval and in some modules it gets Published automatically. If i get the items from code sometimes the items has workflowState = Awaiting Approval and sometimes items has workflowstate = draft. I don't know what to do about this weird behavior.
