8.2 site startup issues

Hi;

we upgraded the Sitefinity project from 8.0.x to 8.2 and now in our dev machines we see a lot of "sitefinity application is being initilized" page. As simple as renaming a js file under Sitefinity project triggers application start. what is going on in here

We changed the numRecompilesBeforeAppRestart and tried to find the reason behind application starts but no luck. I am sure someone else had this issue before

Ok i found the issue which was releated with IIS and app_offline.htm .
