New System Initalizing shouldn't appear when you change a CSS file in the global folder

Editing a css file in the global folder is causing the SystemInitalizing message to popup... this makes dev workfow SOOO painful now.

Hello Steve,

Could you please provide more information on what are you changing and where in the project structure? Adding, editing or removing files can cause a restart but this is usually not caused by Sitefinity.
The status page just shows the project is initializing, with or without the project has restarted.
