Adding third language translation to a page template not wor

Hey guys,
I have the following case: we have intended to add a third language translation to a Estonian site that we have. When selecting to add the other language version the content of the template should be copied from the Estonian translation but for some reason in takes the default English translation. Is this a normal behaviour? How can be fixed?
