IE Issue

The login page is rendered differently in IE than other browsers after upgrade.
The page appears the following way:

I have changed Like this in Web config file but not in use.

 <add name="X-UA-Compatible" http-equiv="X-UA-Compatible" value="IE=10" />

The following header is present in the page source (not changed): 

<META http-equiv=X-UA-Compatible content=IE=8>
