How do I allow editing of pages and dynamic content like News or Blogs, but prevent publishing of those pages? What permissions need to be set for this?
Sounds like you want to set up a workflow. Allow certain users/roles to edit, but then as a second step only allow certain higher level users the ability to publish. Can be set on pages as well as content items.
