What are the correct steps to re-initalize the database setting and re-run the configuration wizard?

There are no documented steps to complete this that I have ran across, what is the goal? If you want to create a new site I would strongly recommend installing it via these steps here using nuget packages. www.progress.com/.../install-sitefinity
