Problem with footer

I'm having the following problem. In the prints I send in Annex I as it should be the footer, and how it is today. Note that footer at the end we have some important considerations below it, the problem is I can not drag any widget to the bottom of this navigation. How could I do that?

Hi Bruno,

The secondary links in the bottom of your second foofter can be done by adding another Navigation control to your template bellow the footer one. Then you should set the Navigation Control to display a custom selection of pages. Then you can select any page from your site map to display there.
