CSS in the Global Folder

Anyone know why it can sometimes take an app restart to recognize new CSS files in the Global folder? I can see them when I edit a page but I'd really rather just hit F5 on the public facing side.

Caching is turned off at the page level.

Hey Tim,

Is/wasn't there an issue with IIS and virtual directories and IIS caching the file-index so it doesn't notice there's a new file?
