Responsive Design Module not working in IE ONLY

Weird issue.  Running SF 8.2 on Windows Server 2012 R2 Datacenter.  Default browser on the server and the computers connected to that server is IE Version 11.0.9600.18427

Site works wonderfully in Chrome and Firefox on the server and all connected computers.  

When accessing it on using IE on computers connected to the same network as this server..  it displays but it totally ignores the Responsive Design Module.  

I asked if they were running any GPO's on the network for IE, they are but only basic things like adding favorites and setting the homepage, nothing restrictive for content.

I have tried adding the site to "trusted", set the security to the lowest setting, and still no change.  With the site working in other browsers, I have to assume this is an IE issue, but I am not sure what I could suggest to the Network Admins to assist in finding the problem.  Thoughts?
