Two content types, same parent

Here is an example module I'd like to be able to create:

    -    Families

    -    -    People

    -    -    Pets    

For example, I would enter "The Clarke's" for the initial Family item, then Rea, Robby, and Cooper for this People in the Family, and Einstein and Spot for the Pets.

Furthermore, I would like to create a "Responsible for Walking" field in People that allow selection of zero, one or more Pets. It seems that this piece could leverage the existing concept of "related data items" but with the addition of a "within same parent content item" context.

As far as I can tell, this is not currently possible with the module builder. Any thoughts?
