Deploying Feather Widget Templates

When creating  dynamic modules the  widget templates are auto generated. 
Based on the following article: 

docs.sitefinity.com/feather-work-with-widget-templates

I should be able to create feather templates in my sitefinity webapp or in a project and adding:

assembly: ResourcePackage in the propertyinfo

However, this is not working and custom templates are not found.
It is not practical in a continuous development environment to export and import templates
Any insight on this from anyone?
