SDK and App_Data

The SDK package article on create root templates folders must be placed inside App_Data folder. Why is this so as one property of the package and publish settings gives an option to exclude files from the App_Data. Is it possible to create in another directory within Sitefinity without issues.

It is possible to have the files outside of the App_Data, but we have something else in mind - since the App_Data directory is the only directory which remains with read and write permissions on shared hosting with medium trust, we will use it for some automatic operations. Such could be automatic theme installation for example. That's why we wanted the files to be there, so we could have a consistency.
