Creating Silverlight controls. UI not appearing in SiteFinit

I'm trying to develop a custom control in SiteFinity with Silverlight tools and so far have been unsuccessful.

I'm running SiteFinity 4.4 locally on my laptop with Silverlight 5 SDK installed.

Here are the steps I've taken:
- Created a new Silverlight project, added a button and an event for the button in MainPage.xaml
- Created a Silverlight control added in the standard js & div for silverlight and changed the source to point to the built xap file in the ClientBin folder.
- Registered the control in the SiteFinity admin and pointed to the correct .ascx file
- Added the custom control into a SiteFinity page

What happens is I either get nothing that shows up or I get the ActiveX icon where the Silverlight stuff should be. I'm not sure how to troubleshoot further, it has been years since I touched anything Silverlight.
