A section in toolbox area is not visible after logging in

Hi,
I added a section in Administration - Advanced - Toolboxes - PageControls.
Named it as SiteControls. Then I added some custom controls to this section. It is working fine in local. But in live site, when I create the section and add Controls, it is getting saved. But after logout and then logging in, it seems to disappear. Only the SiteControls is visible. The usercontros added to that section is not available. 

Can anyone please tell me what is happening. Is it any issue with ToolboxConfig.config file?
