IIS configuration - Sitefinity - Front- & Back-End Development

Hi,
I am still new for sitefinity. I hosted the sitefinity in my local using IIS. However, I cannot open any file under app_data. I have granted the modify permission for APP_Data folder. I believe I has some configuration wrong. Do I need change connection string in IIS config while my database is SqlServer and in connection string it is SQLExpress? Like I have a file named theme1.css under app_data. I manually type http://localhost/app_data/theme1.css, it won't display, http404 error. Even for the simplest page I just add the image from local computer, it won't display image. I have been stuck for this almost for a week. Would someone please help? Thanks a milliion times!!!

I have solved this issue. It is because of the IIS configuration.
