GetManager vs using new Manager()?

Whats the difference between

DynamicModuleManager dynamicModuleManager = DynamicModuleManager.GetManager();

and

using(DynamicModuleManager dynamicModuleManager = new DynamicModuleManager()
 

...I mean outside of the obvious that the second is disposed when it goes out of scope...what purpose does GetManager serve, is it a shared OA context or something?
