I am perplexed that search indexes are limited to a single page. I want to create a search index that can to invoked from a common search widget at the top of each page. I want the index to include all content blocks from all pages.

Why does a search widget use only one search index?

Hello ,

If you want your search index to search in all pages in the scope of the Search index you can mark Static HTML of pages. This means that the search index will be indexed all the HTML of the pages. To select it please go to:
Administration -> Search and Indexes -> Edit (the search index that you use)  and then mark Static HTML in pages.
