can't access Sitefinity users via admin menu after upgrading to 5.1.3450

Can anyone point me to what might be wrong?  I am upgrading a 4.4 installation to 5.1.3450 but after upgrade and deployment to live site all is fine until I go to users or roles screen in CMS back end.
I get error:
The configured role provider (WindowsTokenRoleProvider) relies upon Windows authentication to determine the groups the user is allowed to be a member of.  ASP.NET Role Manager cannot be used to manage Windows users and groups.
