the options do not display and i can't edit the page template at all. I didn't see this until we installed an installation version of 5.4

also tried without a theme and same result. not sure what else i can do to figure this one out

Hi Jesse,

I was not able to reproduce this in a clean 5.4 project. Can you inspect the page with Firebug and see if all the scripts are properly loaded or any errors are thrown?

Sorry, this ended up being a browser issue. With SF 5.2 I have no issues using Safari 6.0.2 on OS X 10.8 but with SF 5.4 there is a big one.

Using Chrome provided the workaround needed.
