Limit taxonomy by Role

Has anyone limited the list of Taxonomies by a Role?  Say I have a Role for a Japan Editor, and I want the Japan Editor to be able to enter News items and edit the items he creates.  But I only want to allow him to be able to set Certain Taxons.  The same with  another Role for US Editors.  Basically I want the US people to only enter news items that will show in the US (filtered By Taxonomies) and the same with Japan.

Any thoughts or has anyone done this?
