How to notify roles that a page has been sent through workfl

Hello,

I found an article from April 2009 on implementing an email notification based on role for a page approval in the workflow:

I need reference 2 DLL's on my machine to make this work which I cannot find:

Telerik.Workflow

Telerik.Cms

 Where may I download both of these?

 Or is there an updated article on the code to accomplish this since this last article is 6 years old?
