Customize Text Editor based on Role or User

I'm looking to customize the text editor in Sitefinity 7 based on the role of a user. I want Administrators to have all html editing functions in the editor but Authors to only have bold, italics, bullets and h2/h3. I know you can customize the editor for each module but what about for each role?
