Custom Workflow - 3 Levels of Approval - Sitefinity - Front- & Back-End Development

I've received requests to set up a workflow with 3 levels of approval. Is it possible to create a custom workflow in the Windows Workflow Foundation with 3 levels of approval? It's been a while since anything has been posted on this topic and I wanted to check to see if it is possible with Sitefinity 8.0.
