User activity and logging out after x minutes

As our CMS is now maturing, more and more users are becoming active in the CMS. Issue I'm having is users leaving themselves logged in. I'm looking at approaching this in one of two ways

1) logging out users who are inactive after X minutes

2) monitoring users activity, so I can see what users are doing, and when's the last activity they've had. so I can kick out the oldest user by last action. 

 Any ideas?

You can use Audit Trail to track actions in your system. However This feature is delivered with Enterprise License:
