Change the location of script tags created by Sitefinity

Hello,

We are currently looking at optimizing our site and we are finding that when combining script references the script tag created by Sitefinity appears at the top of the form.  Is it possible to move this to the end of the form.  We have also tried changing the Output Position option to "End" but this has no effect.  Any advice would be greatly appreciated.
