How to configure LookupService

We need to determine a users locaton/country/city from their IP Address.

I found this example in the KB: knowledgebase.progress.com/.../get-location-by-ip

Once the LookupService is instantiated, the GeoIpStream is null.

Is there something to configure or is there anything else to do to get the sample code from the KB working?
