Multiple sites in one Sitefinity installation
Is it possible to have multiple sites (based on the same site template) in one Sitefinity installation, or would you need to create a new database and a news IIS site for each one?

The only way to have something like multiple websites under one installation is using Domain page mapping feature.

Is that the same in Sitefinity 4? And how does that work with licenses, are domains or the domain count compared to the license type to determine how many sites are allowed?

The license key for Sitefinity 4.0 is valid per domain name. You can take a look at Sitefinity 4.0 Pricing and Licensing
We will have a "domain" policy that you will be able to use to separate the SiteMap for your domains/subdomains. The content will be shared, so you have to use role and user permissions if you want to show/hide it. This feature is planned for Q1.

Did the domain policy feature ever get implemented for the 4.1 release? If so, can you point me to documentation? If not, when will it be released and what are the recommended workarounds?

We have not implemented this feature in Sitefinity 4.1. For now we are going to work on this after Q2. Currently there is no way to separate the pages by domain name and working with the website without issues. There are dependencies that causes bugs and we have to sort them out.
