Customizing the Admin Panel

Is there a way to extend/customize the admin section?  I'm building a custom admin screen and I'd like to link to it from Admin Panel.

1. You can edit the backend pages.
2. You can create custom modules for the backend.

I don't see that path in my project.  Under Sitefinity I see a "Services" folder and Default.aspx
