BackendUsers Missing Navigation

I created a user and added him to the "BackendUsers" role by marking the checkbox saying "This user can access site backend".  When I log into the sitefinity backend with this user, the only navigation available at the top is "Dashboard".  I would assume this user would have access to the other navigation tabs as well, provided he has access to view that content, which he does.  Is this expected behavior or do I have something configured incorrectly?  How would this user navigate to create a new event since he has Create Event permissions?

Hello Geoff,

Please go Administration >> BackendPages and grant the user/role with access over the backend pages. You will see all backend pages represented as a tree. On each page you can set permissions.
