Hi Basem,

There is such tool you are asking about for Sitefinity 3.7, follow this link if you are using this Sitefinity version.
If you are using Sitefinity 4.x refer to the Sitefinity 4.x API and the documentation about how to manage users, roles and the permissions associated with them.
