Basic Editors can add content wherever they want!

Setting permissions in templates STILL DOES NOT WORK.
This was not the case in 3.7! Content placed in the templates were not editable.

I cannot release a project to my clients in the current condition. You cannot tell if you are dropping content in the body or the header! This is ridiculous!

Does anybody have a fix?
