Cannot Activate License via Project Manager

When I get to the "Activate a license" screen in the Project Manager, the radio button for email/password is greyed out. I only have the option to use a downloaded license. This has been going on for the past few days, and I'm still having the issue after downloading 4.2.1650.0.

I understand that I can download my licenses via the website, but what I'm looking to do is download the Community Edition, which as I also understand, can only be requested via the Project Manager after logging into my account.

I'm running as admin, turned off my firewall and AV and still no go.

Eh - nevermind - posted too soon. Apparently, it WAS my firewall. Still strange tho, in that I don't seem to have any firewall entries specifically blocking the Project Manager at the application level, have all outbound connections as allowed by default, and was never prompted to open ports - but oh well I guess.
