how can i edit template layout element ,
(i want to resize layout element )
i've watched video tutorial about it but i have not "edit" button in my project ...
any one can help me ??

The edit button should show up, on layouts, when you enter the "layout view". Does the account you're using have sufficient rights to view and edit the pages?
In the event you were watching a different video, this one on Page Layouts is pretty good and shows how to go about doing it.
