seeing forms created by only the logged in user

I have 2 users.  each has permissions to create a form.  Using the Actions button, I have edited permissions for Form 1 to only be viewable by Maken  and Form 2 to only be viewable by IDC.  The problem is that it does not appear to work.  Both users can see both forms.  

Image 1 shows that I am logged in as Maken and I can see the admin form and another user's form.  Image 3 displays the "who can see" and as you can see, it is set to only be viewable by the Maken user.

Image 2 shows that I am logged in as idc and I can see the admin form and the Maken form.  Image 4 displays the "who can see" for the IDC user.

Please advise.  I may be doing something wrong with permissions but I would think stating that only the Maken user ID should be able to view the form should make it disappear for all non-Maken users.  Correct?

sounds similar to this issue which i am also waiting on a fix for.
