Can you specify a default image library for uploads?

Is it possible to specify a default library to be selected when a user chooses to upload a new image through the content editor? When I was first working on my site and creating the templates and shared content blocks, I created a library called 'layout' to store those images. Now that users are going to be adding content, I have created a new library called 'content' and I would like it to appear as the default, but the default library selected is always the original 'layout' library.
